Following the Recommendation of the Council of the European Union of 30 June 2020, the Portuguese Government extended, on July 15th, the restrictive measures on air traffic to and from Portugal, that will be in force until July 31th. These measures foresee:

1. Authorization for air traffic to and from Portugal for:

  • Flights to and from EU countries, Liechtenstein, Norway, Iceland and Switzerland and the United Kingdom; 
  • Flights with direct connections to Portugal from Algeria, Canada, South Korea, Morocco, Tunisia and China, subject to reciprocity; 
  • Flights from countries whose authorization is granted by joint Order of the responsible Government members; 
  • Flights for essential travel to and from official Portuguese speaking countries. Only flights from and to the cities of São Paulo and Rio de Janeiro are authorized from Brazil; 
  • Flights for essential travel to and from the United States of America; 
  • Flights planned to allow the return to Portugal of nationals or foreign citizens holding a residence permit in Portugal; 
  • Flights planned to allow foreign citizens who are in Portugal to return to their countries, if they are promoted by the competent authorities of such countries, subject to prior request and agreement, with respect for reciprocity.

Under the terms of the Order, and for the purposes of applying for authorizations for flights from an official Portuguese speaking country and the United States of America, are considered essential journeys the following:

  • Those carried out to allow the transit, entry or departure from Portugal of nationals of the EU, of states associated with the Schengen Area (Liechtenstein, Norway, Iceland and Switzerland), and members of their families, under the terms of Directive 2004/38 / EC of the Parliament and the Council, and third-country nationals legally resident in an EU Member State; 
  • Those intended to allow the transit, entry or departure from Portugal, of third-country nationals traveling for professional reasons, for study, for family reunions, for health or humanitarian reasons, and on a reciprocal basis.

2. Visa processing
Long term visas:
Only the processing of national visas (temporary stay and residence) announced on June 16th for the purposes of:

  • Study - Temporary stay visas (E6); and, residence visa (D4) for research, study, higher education students exchange, internships and volunteer work 
  • Family reunification – Residence visa (D6); 
  • Highly qualified activity - Visas for temporary stay for scientific research purposes, academic teaching purposes, or highly qualified activity purposes, for less than a year (E4) or residence visa for Teaching purposes, highly qualified or cultural activity, or highly qualified subordinate activity (D3); 
  • Work transfer / independent activity or entrepreneur - temporary stay visa in the framework of transfer of nationals to state parties to the World Trade Organization (WTO), for service providing or professional training purposes (E2); and, residence visas for Independent work activity or migrant entrepreneur (Start-Up Visa) (D2); 
  • Medical treatment and escorts - Temporary stay visa for medical treatment purposes (E1) and (E7) Temporary stay visa to escort a family member undergoing medical treatment, granted under bilateral agreements.

Schengen visas:

  • The issuance of Schengen visas for nationals and legal residents of the following countries, where applicable, is resumed in Algeria, Canada, South Korea, Morocco, Tunisia and China, subject to reciprocity in the opening of airspace;
  • Whenever necessary and duly justified, a Schengen visa can be issued to anyone who proves that their travel falls within the definition of essential travel (as described above), on a reciprocal basis, and travels on a flight from an official Portuguese speaking country or the United States of America.

3. Covid-19 test proof
Passengers of third national countries and Portuguese nationals residing abroad, coming from an official Portuguese speaking country or the United States of America, on commercial flights, must present, at the time of departure, a proof of Covid-19 test (only PCR test are accepted), with a negative result, obtained up to 72 hours prior to departure.

The Covid-19 test proof presentation is exempt for the following situations:

  • Passengers coming on flights from EU countries, Liechtenstein, Norway, Iceland and Switzerland, the United Kingdom, Algeria, Canada, South Korea, Morocco, Tunisia and China. 
  • National citizens, foreign citizens holding a residence permit in Portugal and foreign citizens in transit through Portugal bound for their countries, within the framework of return flights promoted with prior authorization from the Portuguese and/or local authorities, unless the worsening of the epidemiological situation in the country of origin requires that, among the conditions for prior authorization by the Portuguese authorities, it is necessary to present the said evidence.

ANNOUNCEMENT

RESUMPTION OF PUBLIC SERVICE AT THE CONSULAR NETWORK - JUNE 8, 2020

It is with great satisfaction that we announce the resumption of face-to-face service, by appointment only, throughout the consular network of Portugal, in the United States of America, starting next Monday, June 8, 2020.

Nevertheless, prevention and mitigation measures for Covid-19 continue to be imposed, in line with the decisions taken by US federal, state and local authorities.

Thus, customer service will be guided by the following rules:

  • Visitors must schedule an appointment in advance, except where this option is not technically available;
  • All visitors must wear a mask;
  • All visitors must strictly follow the safety instructions given by consular staff, including those related to social distancing.

Service priority will be given to appointments that had to be cancelled due to the pandemic.

The reopening of consular services to the public includes the Consulates General of New York, Boston, San Francisco and Newark, the Consulate of New Bedford, the Vice Consulate of Providence, the Consular Section of the Embassy in Washington, as well as the Honorary Consulate of Connecticut.

Regarding Florida, consular assistance will be strengthened  statewide. To that effect, the Embassy official previously working at the Honorary Consulate in Palm Coast will be alternately serving the public, both in Palm Coast and Miami. This new system will start as soon as the transfer of the State's goods and equipment, hosted at the previous premises of the Honorary Consulate, has taken place. Consular services in Miami will continue after the resumption of the Palm Coast Honorary Consulate.

The Ambassador of Portugal and the Heads of the Consular Missions take this opportunity to express their deep appreciation for the understanding, the civic-mindedness and the sense of responsibility that marked the attitude of the public, in particular the Portuguese and Portuguese-American community in general. We are sorry for the setbacks and inconveniences that the temporary suspension of regular consular services may have caused in the meantime.

 

 

Codiv19 - Extension of the validity of your ID (Cartão de Cidadão) and other documents until 30 October

Decree-Law no. 22/2020,  published on May 16, among other measures, establishes in paragraph 2 of article 16, the extension of the validity of identification documents, namely the citizen card, certificates and certificates issued by the registry and civil identification, driving license, documents and visas related to the stay in national territory, as well as licenses and authorizations whose validity expires from the date of entry into force of this Decree-Law or in the immediately preceding 15 days are accepted, in the same terms, until October 30, 2020.related to the stay in national territory.
